The NIJ Standard: Your Reference Point
Ballistic protection levels are defined by the National Institute of Justice (NIJ) under standard NIJ 0101.06. This standard specifies exactly which ammunition types and velocities a given armor level must defeat.
Understanding these levels is essential—not because you need to memorize them, but because “bulletproof” is not a single thing. Different threats require different levels of protection.
The Five Levels at a Glance
Level IIA
Stops: 9mm FMJ and .40 S&W
Context: Lightest protection, lowest profile
Level II
Stops: 9mm FMJ and .357 Magnum (higher velocity than IIA)
Context: Common law enforcement soft armor
Level IIIA
Stops: .357 SIG FMJ FN (125gr, ~1,470 ft/s) and .44 Magnum SJHP (240gr, ~1,430 ft/s)
Context: The highest soft armor level. Flexible, concealable, and the most practical for daily carry. This is what most bulletproof backpack inserts are rated at.
Level III
Stops: 7.62mm FMJ lead core rifle ammunition, including 7.62×51mm NATO (.308 Winchester) and 5.56×45mm NATO
Context: First level that defeats rifles. Requires hard plates. Standalone or in conjunction with soft armor.
Level IV
Stops: .30 caliber armor-piercing rounds
Context: Highest protection level. Heaviest, thickest hard plates. Military and tactical use.
What Level Do You Need for a Backpack?
For civilian daily carry: Level IIIA is the practical choice.
It stops the most common threats (handguns), stays flexible and lightweight, and fits discreetly into a backpack compartment. The NIJ tests it against two demanding handgun threats at high velocities—.357 SIG at 1,470 ft/s and .44 Magnum at 1,430 ft/s.
For high-risk environments: If rifle threats are a realistic concern, Level III hard plates are available for backpack inserts. But expect to add 2–8 lbs to your carry weight and accept a rigid, bulkier profile.
The Bottom Line
Ballistic protection levels exist so you can make an informed choice based on your actual threat environment—not fear, not marketing. Level IIIA soft armor covers the overwhelming majority of civilian scenarios. Level III and IV are for professionals who face rifle threats.
